Funding from the CLT Fund

The CLT Start Up Fund offers grant funding to support you to take your CLT affordable housing scheme from the initial “glimmer in the eye” idea through to an investment-ready proposal. It follows 3 stages, tracing the journey you’ll make to work up your scheme.

Applications to Stages 3 of the CLT Start Up Fund are assessed at regular panel meetings throughout the year. The next deadline for applications is 12 noon 17th October 2016. Please note that Stage 1 applications are considered on a rolling basis, and so there is no deadline for these applications.

The CLT Start Up Fund: Stages 1 and 2

At Stages 1 and 2, we offer support with an expert in Community Land Trusts to help you get started. You will receive guidance on how to develop your initial ideas as well advice on the most appropriate way forward. That might consist of meeting with an existing CLT through the National CLT Network’s peer to peer learning programme, applying to the next stage of the CLT Start Up Fund or attending a training day.

Here’s how it works:

  • Stage 1: We will offer you one day’s support with a specialist CLT Technical Advisor to scope out your project. This day will help you consolidate your ideas and should give you a starting point to decide whether your plans are viable, and whether a CLT is for you. At the end of the day, your advisor will prepare a report including suggested next steps.
  • Stage 2: After you have completed the Stage 1 scoping day, if you decide that a CLT is for you and your plans show good potential, we will consider putting you through to Stage 2 of the Fund.This Stage will give you a further 2 days’ support with a specialist advisor, to build on your plans developed during the first scoping day. You might choose to use this time all at once, or spread over a longer period. At the end of this stage, you should have clear aims for your CLT, a well-formed steering group and a solid idea of your next steps to take the scheme forward.

The CLT Start Up Fund: Stage 3

At Stage 3, we offer grants of up to £4,000 to help you pay for the costs of formally setting up your CLT and developing your initial ideas into an investment-ready business plan. To apply at this stage, you will likely have a fairly clear idea of what your CLT will be trying to achieve, and with a possible site identified for development.

Here’s how it works: you will apply to us for funding support to help achieve certain activities, which fall within one of the following four headings.

  • Community engagement and membership.

We will pay the grant directly to you or your named representative, and it will be up to you to use it for the activities you agreed with us. We’ll keep in touch with you for one year following the grant to see how you are getting on and to offer any additional support you might find helpful.

Eligibility criteria

The eligibility criteria for Stages 1 and 2 of the CLT Start Up Fund are the same as our Basic criteria: applicants must be based in England or Wales, be working on an affordable housing project, and be working towards incorporation as an entity which meets the statutory definition of a CLT.

Applicants to Stage 3 of the CLT Start Up Fund must also be a Member of the National CLT Network. This is because we believe you will need access to the support and resources available from the Network. Other sources of funding

Urban CLT Project

The Urban CLT Project is a special programme run by the National CLT Network to support the development of CLTs in urban areas, and includes funding to get 20 pilot urban CLTs off the ground. This Fund is now closed for applications.
